Parking Policy 2017

Below please see the HOA parking policy.  Most homes are excellent at cooperating with this, other homes will be facing $500 annual fees -- Landlords, please cause tenants and guests to follow the policy.



Parking – Street parking increases the risk of hazard for cars, school bus children, dog walkers and pedestrians. It also poses difficulty for neighbors trying to enter or leave their own driveways.  Please do not park in front of driveways or otherwise on the street, and please inform neighbors and email the HOA in advance of party events.  Also, please remember to make use of the 2600 Matthews Street lot for parking after their normal business hours of 6:30am to 6pm M-F.

            The HOA appreciates your financial support.  Our member meeting in March confirmed a minimum fee of $100. You can see the 2017 minutes at www.tinyurl.com/whf2017minutes.   Please let us know if you intend for the HOA to maintain your lawn, if so an entirely different fee structure applies.  Your billing is above.  Most homes will be billed $100 for the year – but this amount can be increased to $500 if there are problems in cooperation with HOA covenants and policies which are summarized as the 10 Points – you can see them at www.tinyurl.com/whf10pts.  Landlords, note that the HOA Landlord letter is at www.tinyurl.com/whf-landlord1.  A small minority of  homes are being billed $500 at the outset due to cooperation problems.  If you have been billed the $500 amount and would like to petition the HOA Board to reconsider, please copy & fill out the form at www.tinyurl.com/whf-fee-petition, then email it to windyhillforest@gmail.com.

DUES TO BE BILLED AT END OF APRIL, PLEASE UPDATE CONTACT INFO

HELLO WINDY HILL FOREST



The HOA will be sending out bills for 2017 dues at the end of April.  Homes out of compliance with the Ten Points will be billed $500, not $100.   So, please consider the following:


- Many homes have not reported contact information of any kind, please email windyhillforest@gmail.com with your Springleaf house number, your name, cell phone, email and mailing address.




- Many landlords have not supplied our requested landlord letter to tenants, please attend to this now.



- Some homes have unattended curb appeal issues, please complete those fixes now.




- Last year, some homes were informed of one or more prior years that have unpaid HOA dues, please propose a payment plan for the Board to consider.  



The HOA Board is very grateful to the overwhelming majority of homes that pitch in to make this neighborhood pleasant and appealing.

Minutes of 2017 Annual Meeting of Members

 WINDY HILL FOREST HOMEOWNER’S ASSOCIATION (“HOA”)
MINUTES OF MARCH 25, 2017 MEETING



The 2017 annual meeting was held March 25, 2017 at 1:15pm at Room 5 of the Smyrna Community Center. This meeting was held as part of written notice mailed on March 9, 2017 to all 89 homes in HOA and the required quorum of 9 homes was exceeded. Notice was also published at the HOA entrance and on the windyhillforest.com website.

It was moved, seconded and unanimously resolved:

I. that the minutes of the January 30, 2016 annual meeting be approved.

II. that the following persons be elected by the membership to serve as the HOA Board of Directors:

III. There was discussion on how the covenants commenced in 1985 with an annual lawn/HOA maintenance fee of $216 which was subject to a 5% increase on the prior year amount. After calculating the annual increases, the amount for 2017 is $1,029. It was resolved that the HOA’s gross annual fee of $1,029 would be discounted by $529 for the lawn care component such that the annual fee is to be $500, provided the homeowner arranges regular lawn care.

IV It was further resolved that an additional "good standing" discount would apply contingent upon two things: timely payment and remaining in good standing for the entire year with respect to HOA covenants and policies; it was resolved that the good standing discount would result in a net fee of $100 for 2017. Homes that do not comply with the HOA's Ten Points posted on the website and at tinyurl.com/whf10pts are not in good standing; notice and opportunity to cure such failures will be posted on the door of the home and the Board will have discretion on how to impose the $500 fee on homes remaining out of compliance. Homes that repeat failures previously notified are not entitled to new notices and new opportunities to cure.


Various discussion of subdivision matters occurred, including the members endorsing the Board's authority to file lien claims on delinquent homes, but no other resolutions were adopted.

Thank you for your support over the last year. It is time for this year’s annual meeting. We will elect directors, discuss parking, fee policy, repair policy and continue to seek to amend the covenants so they are updated with the Georgia Property Owners Association Act.
