Forest HOA - Home Maintenance
Our property covenants call
on each of us to keep our homes well maintained and visually attractive. Some
of these requirements are included in our ten-point summary
(tinyurl.com/whf10pts). Below is a more detailed list of what is expected for
homes in the Windy Hill Forest community.
Siding and bricks should be
free of stains or mold. If either is present, the proper steps to clean the
siding should be completed ASAP. In addition, siding that has come loose should
be repaired. New paint should be applied if peeling or extreme discoloring has
occurred to any part of the home. These paint and repair provisions also apply
to utility boxes, shutters, doors, awnings, porch lights, bay window areas, and
around windows. Ivy that is growing on the house should also be removed.
Gutters
Gutters that are damaged or detached
should be secured and repaired. Additionally, gutters should be free of stains
and mold. Steps should be taken to clean the gutters if these conditions exist.
Roof
All efforts should be made
to repair/replace roofs that are in disrepair. This includes, but is not
limited to, obvious signs of leaking, missing/loose shingles, or sections that
have become uneven. Chimneys should also be maintained and cleaned as needed,
preventing rust or mold from developing.
No window air conditioners
are allowed in WHF. If present, they need to be removed. Each home is to have
clear windows without broken seals.
HVAC, Plumbing, and Electrical Systems
Each home is expected to
have functioning HVAC, plumbing, and electrical systems. Proper repairs should
be made to any system that is out of commission.
Homes are expected to cut
lawns regularly. (At least once every two weeks during growing season and as
needed after September.) In addition, efforts should be made to cultivate green
grass lawns. Smaller front lawns can consider mulch alternatives provided the
mulch is refreshed as needed and is maintained for weed control. Shrubs and
bushes should also be pruned regularly to prevent overgrowth. Weeds and any
other unsightly growth that do not belong should be removed. Any debris or
refuse should be set at the curb the evening before pickup. These items should
not be stored elsewhere on the property.
Overall Home Appearance
Signs should not be
displayed on the unit itself, in the yard, or in windows (this does not include
security signs or temporary election signs). Holiday lights and decorations
should be removed after the holiday season is over.

Minutes of 2018 Annual Meeting of Members
WINDY HILL FOREST HOMEOWNER’S ASSOCIATION (“HOA”)
MINUTES OF MARCH 25, 2017 MEETING
The 2018 annual meeting was held April 21, 2018 at 1:15pm at the Smyrna Library Meeting
Room. This meeting was held as part of
written notice mailed on April 10, 2018 to all 89 homes in HOA and the required quorum of 9 homes was
exceeded. Notice was also published at
the HOA entrance and on the windyhillforest.com website.
It was moved, seconded and unanimously resolved:
II. that the following persons be elected by the membership
to serve as the HOA Board of Directors:
Carmine Lombardi Willena Moye Alisha
Davis
Clayton Fain Mary Groves Robin Ray Daniel
III. There was
discussion on how the covenants commenced in 1985 with an annual lawn/HOA
maintenance fee of $216 which was subject to a 5% increase on the prior year
amount. After calculating the annual
increases, the amount for 2018 is $1,081.
It was resolved that the HOA’s gross annual fee of $1,081 would be
discounted by $581 for the lawn care component such that the annual fee is to
be $500, provided the homeowner arranges regular lawn care.
IV It was further resolved that an additional "good
standing" discount would apply contingent upon two things: timely payment
and remaining in good standing for the entire year with respect to HOA
covenants and policies; it was resolved that the good standing discount would
result in a net fee of $100 for 2018. Homes that do not comply with
the HOA's Ten Points
posted on the website and at tinyurl.com/whf10pts are not in good standing;
notice and opportunity to cure such failures will be posted on the door of the
home and the Board will have discretion on how to impose the $500 fee on homes
remaining out of compliance. Homes that
repeat failures previously notified are not entitled to new notices and new
opportunities to cure.
Various discussion of subdivision matters occurred, including the members endorsing the Board's authority to file lien claims on delinquent homes, but no other resolutions were adopted.
